It looks like not only the woman in the pillory is being punished and publicly humiliated. The men in blue are in handcuffs, which suggests they are forced into this against their honor.
I wonder what the story is. My guess would be that a coup d’etat or successful siege has brought a new regime into power. The men in blue were the elite palace guard, and they have been given a choice: violate the former princess or young queen they were sworn to protect, or else everyone, princess and guards alike, get the axe.
