The Buoy Hostage

I’m not entirely sure which criminal mastermind decided to use a navigation buoy as a place to keep his kidnap victims, but I surely do hope for her sake that those waters are both warm and free of hungry sea creatures:

4 is a fairly low number. The lower the number, the closer she is to open sea.

If this question comes up on your Coast Guard exam, remember to keep her on the starboard side when heading upstream.
