If I understand what’s going on here despite my utter lack of Japanese, she’s been tied up and left as an ornament in somebody’s Japanese rock garden. Then, after a dousing rainfall, someone comes to play with her:

That’s certainly an entertaining set of drawings; particularly the odd foreplay with the piano hands, the guy from Tintin (Captain Haddock) and the smudgy genitals.
Not sure about Elvis and the space shuttle though.
Except for the fact that all four figures appear in the frame, one could interpret the drawings as a visualization of a fantasy had by the clothed woman in the gazebo. As her lover attempts to indulge her submissive streak by timidly dominating her, she pictures herself being tossed around by the muscular man in the rock garden.
