This Hungarian nightclub doesn’t allow slave girls inside; it draws attention away from their erotic dancers. But there’s ample room to chain them along the street:

It looks like it must be from “Public Disgrace,” but I assume you (and Kinky Delight) would say so if it was. Is there another site out there doing similar things?
It looks that way to me, too. But I have no evidence. Some of the early shoots were done in Budapest, but I always had a suspicion that might have been contract work done by local Hungarian pornographers. So this image? It might even be the same people but not the PD brand. I just don’t know.
I took another look and finally found a version with watermark. It is indeed from Public Disgrace. Good eye, Cardy!
