With rope, you’d either have to have tight loops around the arms or a stiff crossbar, I’d think — though you could accomplish the pose with a bit of broomstick as the crossbar, loose loops on the end, and a rope collar connected to the center of the crossbar.

Sadly, I’ve got no photo of anything like this. Although the internets may crowdsource us one. Stranger things have happened!

I have NO idea where the artist came up with the idea … when I first encountered the Totally Spies image, I looked for something like it and was only able to find the pic Collarsmith cites. Weird.
