But there are lots of shock toys that start with lower voltages — the infamous zapper paddle uses a pair of AA batteries (3 volts). They use capacitors and circuitry to achieve shocking voltage and current levels. So it wouldn’t be tough to modify that toy, or design a similar one for our nefarious purposes.

I’ve seen one that looks exactly like the one in the picture. I wasn’t able to find the exact model, but I found one that’s CLOSE.
