Well, that is an arresting mental image, isn’t it?
Here’s a blog post and comment thread at Making Light (not an adult blog, not in the porn sense, anyway) discussing a fantasy Ann Coulter expressed to deprive women of the vote. A commenter with an imagination that would fit right in at Bondage Blog proposed a political cartoon:

If you want to make it really explicit, put her in a bondage headdress, the kind that holds the woman’s mouth open (and, not so incidentally, keeps her from talking)…
